For an extra challenge, only use three of the five slots!
I have written a solution demonstrating which prime numbers under 10,000 can be generated from others in this game. I provide a procedure for doing so in the minimum number of steps and argue why the remaining primes can never be reached.
After fiddling with random combos, I resorted to spreadsheets.
